provide useful information for decision-making and continued motivation and support for beginning fish farmers.

Our general objective was to provide technical training and
carry out a variety of outreach activities to build a network of nongovernmental organizations (NGOs) with the capability for implementing aquaculture development in Latin American countries. Our specific objectives were to train NGO extension agents and other interested individuals in the fundamentals of tilapia culture and in the use of Web-based information delivery system that provides information and decision-making processes, as a tool useful in rural development activities in Central America for advising and assisting small and medium-scale farmers. We also proposed to prepare and distribute useful information on tilapia culture using low-cost inputs,
appropriate for implementing and providing technical assistance to rural farmers.

Methods and Materials

Training: We organized technical training events of varying length and content during the period from 1 Septem
